Minnesota State Senator JIM CARLSON has been an “Access to Democracy” program guest many times. With an encyclopedic memory of his native Dakota County, Jim is a veritable fountain of knowledge. Now, as a senior member of the Senate minority, he talked of the trials and tribulations of attempting to get favored legislation passed when the Senate is controlled by the opposition party. Jim was the original author of the “hands free” driving bill which passed both houses last year.
