The city of Eagan has undergone many changes during the five year tenure of City Administrator Dave Osberg. With the completion of the Outlet Mall in the Cedar Grove area, Eagan has added the large Commons business complex on the former Pitney Bowes property, and recently was chosen as the home for the MN Vikings, all with maintaining one of the lowest tax bases as any city in the state.
